Michael Barnard

As Project Director, Michael Barnard is responsible for leadership and execution of all aspects of a wide variety of development and owner’s representative projects from inception to turnover and occupancy by
client. His specific tasks include property due diligence, concept development and budgeting throughprocurement and management of design and construction, development and execution in accordance with the project schedule and ultimately owner satisfaction.

Michael has been with Oxford since 2006 and is experienced working with diverse clients and teams to oversee the complete building process to deliver exceptional and sustainable working and living environments. He has overseen the planning, programming, design, and construction of major sports facilities, education, performing arts, commercial, entertainment, residential, and transportation projects with a total construction value over $1 billion.

Michael served as owner’s representative for the design and construction of the $321 million, LEED Gold, PPG Paints Arena (formerly CONSOL Energy Center), and various projects for the LEED Platinum David L. Lawrence
Convention Center. He is currently serving as the owner’s representative for Pittsburgh’s 178-acre brownfield redevelopment, Almono. Michael has also managed the construction for projects in Oxford’s own portfolio, most recently completing the 117-unit apartment complex Hot Metal Flats, and the 590-space multimodal facility, The Hub at 3 Crossings.

Michael identifies project delivery concepts, oversees negotiations of complex multi-party agreements, and ensures accurate and comprehensive preparation of architect, construction management and risk management
agreements, as well as a multitude of technical support contracts. He successfully leads teams that prepare design and construction budgets, reconciles and negotiates guaranteed maximum prices. Michael initiates projects that result in increased minority and women-owned business participation, negotiate and comply with state funding requirements, and maximize returns, all with an eye toward sustainability.

Michael is a Professional Engineer licensed in the state of Pennsylvania as well as a LEED® Accredited Professional. He is the Pittsburgh Affiliate Chair for the ACE Mentor Program and Vice-Chair of Pittsburgh Allegheny County Thermal (PACT). Michael also serves as the Chair of Oxford’s Sustainability Committee and volunteers with the Green Building Alliance and the Pittsburgh 2030 District.

Michael is a graduate of The Johns Hopkins University with a Bachelor of Science Degree in Mechanical Engineering.
