Paul was the lead author of legislation in 2013 and 2016 that enabled Commercial Property Assessed Clean Energy (C-PACE) in Colorado. Paul is now the Chairman of the Board of Directors of the New Energy Improvement District (NEID) that is responsible for governing Colorado’s PACE efforts. In addition to his efforts focused on PACE, Paul oversees Colorado’s Qualified Energy Conservation Bonds (QECBs) and works to develop various other public-private- partnerships aimed at addressing finance gaps in Colorado’s energy economy. Lastly, as the Chief Operating Officer of the Colorado Energy Office, Paul also oversees the operations, accounting, and budget functions for the office.
In addition to a Bachelor of Science (BS) in Finance from Fairfield University in Connecticut, Paul holds a Master’s of Business Administration (MBA) with a focus in Finance and a Master’s of Science (MS) with a focus in energy policy, markets and technologies from the University of Colorado at Boulder.
