Jess has worked on a variety of program evaluation and market research projects, ranging in topics from residential heat pump water heaters to commercial and industrial demand response. Jess specializes in work that supports grid decarbonization through the equitable deployment the distributed energy resources. Recently, Jess evaluated a portfolio of energy efficiency programs in Rhode Island, analyzing differences in participation rates and savings impacts by key equity attributes. Jess also led data collection efforts to develop equity, environment, and resiliency indices to support a large vertically integrated utility with their distribution system planning process.
Jess received a B.S. in Environmental Science and Management from the University of California, Davis. She also holds a Master of Environmental Management with a concentration on Energy from Duke University. In her free time, Jess is likely outside, backpacking, skiing, or exploring Portland by bike.
